Te Kawa Maiorooro Te Pūkenga Educational Regulatory Framework (effective 1 January 2023)

As part of transitioning to a single network of vocational education, Te Pūkenga has developed Te Kawa Maiorooro, Te Pūkenga educational regulatory framework. Te Kawa Maiorooro is effective as of 1 January 2023, covers regulations that affect learners, like enrolment, assessment, complaints and graduation.  Te Kawa Maiorooro has not yet replaced all of the policies and procedures of each of the former ITPs/ITOs that are part of Te Pūkenga, so where something is not covered by Te Kawa Maiorooro, the individual former ITP/ITOs policies and procedures still apply.  If you have any questions, contact [email protected].

Quality Assurance Status

Following all institutes of technology and polytechnics becoming subsidiaries of Te Pūkenga in April 2020, NZQA replace the External Evaluation and Review (EER) with a Targeted Evaluation (TE). Toi Ohomai participated in an NZQA Targeted Evaluation (TE) in May of 2022. The limited scope of the TE means no organisational statements of confidence and therefore, no EER category status is assigned. NZQA publish the targeted evaluation reports on its website. All of the Toi Ohomai programmes and courses are quality assured by the New Zealand Qualifications Authority (NZQA).

The Education (Pastoral Care of Tertiary and International learners) Code of Practice 2021

From 1 January 2022, the new Education (Pastoral Care of Tertiary and International learners) Code of Practice 2021 comes into effect. All tertiary education providers and schools enrolling international students will be expected to comply with the code from 1 January 2022.  

The code sets out the expectations that tertiary education organisations and schools enrolling international students must meet for learners’ safety and wellbeing. It brings together the current codes for domestic and international learners with separate parts of the code for:

  • student accommodation
  • tertiary providers enrolling international learners
  • schools enrolling international students (this part restates existing requirements for schools).
