Joy Whiteman is the Executive Director - People, Culture and Wellbeing at Toi Ohomai Institute of Technology.
She is an experienced senior leader with extensive expertise across strategic and operational human resources, organisational development, equity, health and safety, and large‑scale change.
Prior to joining Toi Ohomai, Joy served as Regional People and Culture Director at Te Pūkenga, where she led national portfolios in remuneration and employee experience and supported major organisational transformation.
Her earlier roles span both public and private sectors, including leadership positions at Toi Ohomai Institute of Technology, Seeka Limited, and Progressive Enterprises. Joy is committed to strengthening organisational capability, fostering equitable people practices, and enabling a high‑performing, safe, and well workforce.
