Dr Pim Borren
Chief ExecutiveDr Pim Borren is the Chief Executive of Toi Ohomai Institute of Technology, bringing extensive leadership experience across the public sector and vocational education. He has previously held Chief Executive roles at Toi Ohomai legacy institute, Waiariki Institute of Technology, as well as Southbank Institute of Technology, Masterton District Council, OSPRI, and the Otago Regional Council.
With more than 20 years’ experience as an economist, including roles as Chief Economist for the Cook Islands Government and Principal Economist for Taituarā, Pim brings strong strategic and analytical capability to the role. Before joining Toi Ohomai, he worked as a Senior Advisor with BDO’s Project and Infrastructure Team.
Pim holds a PhD in Economics and is a member of the Institute of Directors. Returning to the Bay of Plenty and South Waikato is a homecoming for him, and he is focused on strengthening Toi Ohomai’s community and employer connections while supporting sustainable growth.
Outside of work, Pim enjoys golf, reading, and spending time with his family.
Dr Angela Beaton
Executive Director - Academic Delivery and Development
Dr Angela Beaton is the Executive Director, Academic Development and Delivery at Toi Ohomai Institute of Technology.
A seasoned executive leader, Angela has worked across public, private, and not for profit organisations in New Zealand and Australia, bringing extensive experience in academic leadership, strategy, and planning.
With a background spanning vocational and tertiary education, health, and research, Angela holds both an MBA and a PhD from the University of Waikato and is an alumna of the University of Sydney School of Public Health. She has held senior roles at Te Toka Tumai Health New Zealand, the University of Sydney, Wintec and the New Zealand Institute of Skills and Technology.
Angela joined Toi Ohomai in late 2024 as one of two Executive Deans and was appointed Executive Director, Academic Development and Delivery, in August 2025. In this role, she is committed to partnering with iwi, communities, and employers across the region to strengthen vocational education pathways, support workforce development, and deliver meaningful outcomes that make a tangible difference for learners, whānau, employers, and industry.
Koren Hopoi
Executive Director - Ākonga Success
Koren Hopoi is the Executive Director - Ākonga Success at Toi Ohomai Institute of Technology.
With a career spanning teaching, school leadership, and tertiary education, she brings deep experience in learner centred practice and educational leadership.
Koren began her career as a Health and PE teacher before moving into senior leadership roles, including Deputy Principal of Onewhero Area School and Principal of Coromandel Area School.
Over the past two years, she has led in the tertiary sector with a focus on strengthening learner support, equity, and engagement. Koren is committed to ensuring that all ākonga are empowered to thrive through responsive systems, inclusive practices, and a strong focus on learner success.
Thomas Colle
Executive Director - Finance and Infrastructure
Thomas Collé is the Executive Director - Finance and Infrastructure at Toi Ohomai Institute of Technology.
Responsible for financial stewardship, asset management, capital development, and digital enablement, Thomas has more than 20 years of senior leadership experience, including Chief Financial Officer roles in local government and senior management positions at PwC.
A Chartered Accountant (CAANZ), he brings strong commercial acumen, governance capability, and a commitment to advancing a high performing, future focused organisation through sound financial management and strategic investment.
Joy Whiteman
Executive Director - People, Culture and Wellbeing
Joy Whiteman is the Executive Director - People, Culture and Wellbeing at Toi Ohomai Institute of Technology.
She is an experienced senior leader with extensive expertise across strategic and operational human resources, organisational development, equity, health and safety, and large scale change.
Prior to joining Toi Ohomai, Joy served as Regional People and Culture Director at Te Pūkenga, where she led national portfolios in remuneration and employee experience and supported major organisational transformation.
Her earlier roles span both public and private sectors, including leadership positions at Toi Ohomai Institute of Technology, Seeka Limited, and Progressive Enterprises. Joy is committed to strengthening organisational capability, fostering equitable people practices, and enabling a high performing, safe, and well workforce.
Huia Lloyd (Ngāpuhi)
Executive Director - Tiriti Partnerships and Māori Success
Huia Lloyd is the Executive Director - Tiriti Partnerships and Māori Success at Toi Ohomai Institute of Technology.
She brings extensive experience in Crown–Māori relations, capability development, and partnership frameworks, gained through senior roles at the Department of Conservation, including National Director, Treaty Settlements. Huia has also worked in Parliament and across the Pacific on conservation and community based initiatives.
She is committed to embedding genuine Tiriti partnerships, strengthening organisational cultural capability, and advancing equitable outcomes for Māori across the tertiary education system.
Bart Vosse
Transition Director
Bart Vosse is the Transition Director at Toi Ohomai Institute of Technology.
He is an experienced executive leader with more than a decade in senior roles across education, commercial operations, compliance, and organisational performance. He has held multiple executive positions at Toi Ohomai, including Executive Dean, Interim Operational Lead, and Faculty Dean, leading multidisciplinary teams through significant organisational change.
Bart’s background spans academic leadership, commercial ventures, and large scale event management, supported by a Master of Management (Distinction), a Postgraduate Diploma in Management Studies, and qualifications in adult education, governance, and leadership.
He is recognised for building strong, values driven cultures and delivering improved organisational performance through disciplined governance and strategic alignment.
